"The 10% rule is an old code requirement for active areas (habitable areas) of dwellings and apartments. Less natural daylight often leads to lethargy or depression feelings (S.A.D.) as the body wants to go into something like hibernation. If over 14 percent, there can be problems with too much energy use (if not careful). In living spaces of a dwelling (bedrooms, living rooms etc) less than 10% is typically a code violation in the U.S."
